St. Albans Codified Ordinances
The City of St. Albans has enacted a number of ordinances pursuant to the authority granted to it under West Virginia Code 8-1-5a. These ordinances establish a five-year municipal home rule pilot program in order to evaluate the viability of allowing municipalities to have broad-based state home rules. This should lead to stronger municipalities and improved urban and state development. The ordinances are in line with the provisions of the City of St. Albans Home Rule Plan, which was approved by the Municipal Home Rule Board.
The Planning & Zoning Code for the City of St. Albans covers a wide range of topics related to city planning and zoning. These topics include the comprehensive plan, zoning ordinance, general provisions, districts and zoning map, basic district regulations, supplementary regulations, permitted modifications, nonconforming uses, and manufactured housing. The code is designed to provide guidance for city officials and residents on how to best use and develop land within the city limits. The code helps to ensure that development occurs in a way that is compatible with the surrounding community and does not cause undue harm to the environment or public health. The code also promotes economic development by encouraging investment in new construction and businesses.

The St. Albans Building & Housing Code covers administration and permits, fees, registration of contractors, standards adopted from the West Virginia State Building Code, vacating and closing of structures, removal or demolition of structures, the National Electrical Code, gas piping standards, supplemental provisions, and the vacant structure registration program. The code also covers the uninhabitable structure registration program, outdoor storage of junk, rubbish or litter.
